Chapter 73, Session Laws of Wyoming, 1951, established the Wyoming Natural Resources Board. It assumed the powers and duties of the State Planning and Water Conservation Board. In general, the board was charged with formulating programs and policies, as well as investigating issues related to the state's resources. Thornton, Leonard F., 1882-1966.

Leonard F. Thornton (1882-1966), was born in Loveland, Colorado, and came to Thermopolis, Wyoming, in 1912. He was appointed to the Wyoming Natural Resources Board in 1935 and also served on the Yellowstone River Compact Commission and the Upper Colorado River Commission.
